Chi Tests are partner exercises where one person tries to push the other by using a specific movement out of the form, whilst the other person resists with a certain amount of force to prevent being pushed. These tests have nothing to do with fighting, they only serve to test the Chi flow of the movements. If the movement is done improperly, it is not possible to push (except with a fairly big amount of raw muscular force, if available). The push is effortless if the movement is correct. The partner's resistance is hardly noticeable (it feels like magic). This is what is meant when it is said "A thousand ounces are moved with the force of four ounces".
